Mission

Coordinate and integrate the processes in matters of maritime and river transport, maritime civil navigation, port activity and infrastructure, the naval industry and other auxiliary and related services, to satisfy public needs and to this end fulfills the following specific functions: Propose and once approved, implement and control compliance with the Policies concerning: The planned development and effective provision of maritime, river and lake transport services and their auxiliary or related services in the territorial sea, the contiguous zone, the exclusive economic zone, internal waters, rivers, lagoons and reservoirs, in accordance with the norms of international law; the acquisition, sale, construction, exploitation, maintenance, repair, control, modification and deactivation of the means of maritime, river and lake transport; the exploitation, construction, maintenance and repair of the port infrastructure and the rest of the port maritime transport system, including naval workshops, shipyards and other related centers; investigation of accidents and other maritime events related to violations of maritime safety and protection of the environment; the flagging of national or foreign vessels, vessels and artifacts, operated by Cuban natural and legal persons and chartering activity; control of compliance with maritime traffic safety activities, including those related to the safe performance of the pilotage service, supervision of the status of maritime signaling and others related to the safety of navigation, and the requirements of training, certification and watch service on board ships, including those related to endorsements, titles, certificates and other similar documents that guarantee the aptitude for the positions of seafarers. Exercise within the framework of its competence, the maritime and port public administration in the country's maritime port system and before the international maritime community. Define the objectives and indicators that make it possible to evaluate the progress of the planned development, identify the information related to maritime transport, maritime safety, protection of the marine environment and port activity. Promote the organization and execution of services that are convenient for the safety and aid of maritime, river and lake navigation. Participate in the evaluation of the efficient use of the means of maritime transport in international and cabotage transportation. Propose construction projects and works to be carried out in ports, terminals and other maritime and port facilities, as well as propose the closure or deactivation of those facilities that do not meet the security requirements; Propose the National Port Development Plan, in particular the dredging programs in correspondence with the planned development of the ports, control the conservation, development and modernization of the port facilities and the preservation of the marine environment and propose the administrative concession with respect to the land and maritime and port facilities of the port area. Reconcile and propose national interests before the International Maritime Organization and control compliance with international maritime conventions of which the country is a signatory, as well as promote and attend to the conclusion of intergovernmental agreements and treaties on maritime transport and port development
